The central statistical authority, the Instituto Nacional de Estatística (INE Mozambique), along with the Banco de Moçambique, operates under several operational, financial, and geographic constraints:
  • Pervasive Informal Sector and Subsistence Agriculture: A substantial share of domestic economic activity takes place in smallholder agriculture, informal urban services, and unrecorded trade. Capturing these non-monetised and cash-based flows requires regular, labour-intensive household and agricultural surveys that state budgets cannot consistently fund without external support.
  • Geographic Dispersal and Conflict Disruptions: Mozambique's large geographic size and infrastructure deficits complicate data collection across remote provinces. Furthermore, localized security instability in northern regions (such as Cabo Delgado) has historically disrupted field survey access, leading to localized coverage gaps and sampling delays.
  • Fiscal Shortfalls and System Modernisation: INE faces recurring operational budget limits, which hamper its ability to maintain up-to-date business registers, adopt modern digital collection systems across all provinces, and retain specialised technical statisticians.
  • Heavy External Donor Dependency: Benchmark statistical operations-including national population censuses, household budget surveys, and periodic rebasings of national accounts to align with SNA 2008 standards-rely significantly on technical and financial backing from foreign development partners, such as the World Bank, Scandinavian donors, and UN agencies.
