Key Insights
The resources applied by the Yemeni government to gather, compile, and publish national accounts data are severely inadequate.

The main national statistical agency, the Central Statistical Organization (CSO), functions under acute operational and political limitations:
  • Institutional Fragmentation and Dual Authorities: Over a decade of violent conflict has left Yemen politically divided between the internationally recognised government (based in Aden) and the Ansar Allah (Houthi) authorities (based in Sana'a). This split has fragmented the national statistical framework, preventing unified, nationwide data collection and coordination.
  • Severe Security Constraints & Territorial Access: Active frontlines, widespread unexploded ordnance, and localized conflict prevent field agents from safely carrying out comprehensive business, agricultural, or household surveys across large parts of the country.
  • Predominance of the Informal & Survival Economy: Prolonged economic collapse has forced a vast majority of the population into informal trade, subsistence agriculture, and reliance on humanitarian aid. Capturing these unrecorded survival-level activities requires extensive, expensive field operations that the state cannot fund.
  • Fiscal Collapse & Infrastructure Loss: Government budget shortfalls have starved the CSO of basic operating funds, field transport, modern digital tools, and competitive salaries for technical staff.
  • Dependence on International Estimation: Benchmark statistical exercises and routine GDP compilations have largely stalled. International organizations (such as the World Bank, IMF, and UN agencies) rely on satellite imagery, trade partner mirror statistics, and rapid sample assessments to model Yemen's economic health.
